The U.S. Department of Education Funding Certification and Agreement directs each institution applying for Higher Education Emergency Relief Funds (HEERF), the Higher Education Emergency Relief Fund II (HEERF II), and the American Rescue Plan (HEERF III) of the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) to comply with Section 18004(e) of the CARES Act and to post the following information after the institution receives funding under Section 18804(a)(1) as of September 30, 2020 and updated every quarter thereafter.

CARES Act Higher Education Emergency Relief Fund (HEERF), (HEERF II), and (HEERF III) – Emergency Financial Aid Grants to Students Disclosure:

Downey Adult School received allocation: HEERF 06/22/2020, HEERF II 2/19/2021, and HEERF III 5/11/2021

Downey Adult School officially acknowledges that we have signed and returned to the United States Department of Education (USDOE) Funding Certification and Agreement for this program. We further assure that Downey Adult School has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students and the same dollar amount under Section 314(a)(1) of CRRSAA Act

The methodology used by Downey Adult School to determine which student receive Emergency Financial Aid Grant and how much they would receive under Section 18004(a)(1) of the CARES Act.

In accordance with guidance provided by the United States Department of Education,
Downey Adult School students were evaluated for the following eligibility criteria:

  • Students enrolled, between March 13, 2020 – September 30, 2021
  • actively attended class.

Student Eligibility Requirements for Higher Education Emergency Relief Fund (HEERF) Grants

On June 22, 2020, Downey Adult School received funding approval in the amount of $1,232,716.00 in grant monies from the CARES Act. The first 50% of the grant is solely allocated to provide students with an Emergency Financial Aid Grant. The remaining 50% of the grant is allocated to the institution to partially cover costs associated with significant changes to the delivery of instruction due to the coronavirus including Faculty/Staff training.

To be eligible for an emergency financial aid grant at Downey Adult School, a student must be enrolled with active attendance, on March 13, 2020 through December 27, 2020 in a Title IV eligible program of study excluding those programs of studies with a modality of 100% distance education, have submitted a completed a FAFSA and have met with a Financial Aid Administrator for successful processing of the FAFSA, and be a Pell Grant recipient.

Student Eligibility Requirements for Higher Education Emergency Relief Fund (HEERF II) Grants

The first $616,358.00 of this new grant is solely allocated to provide students with an Emergency Financial Aid Grant. The remaining balance of the grant is allocated to the institution to partially cover costs associated with significant changes to the delivery of instruction due to the coronavirus including Faculty/Staff training.

To be eligible for an emergency financial aid grant at Downey Adult School, a student must be enrolled with active attendance, on March 13, 2020 through the present in an eligible program of study including those programs of studies with a modality of 100% distance education. No separate application is required.

We have been instructed to prioritize students with exceptional need and feel that all our students may need financial assistance at this time and are therefore planning to disburse funds to as many students as possible. Since that includes many students, we have split the list and will disburse to sets of students over several weeks. We have prioritized students who began first and will finish their programs first.

Funds will be disbursed to students outside of the regularly scheduled disbursement dates. Students will be mailed an emergency financial aid grant check via the United States Postal Service.

Student Eligibility Requirements for Higher Education Emergency Relief Fund (HEERF III) Grants

The first $2,032,431.00 of this new grant is solely allocated to provide students with an Emergency Financial Aid Grant. The remaining balance of the grant is allocated to the institution to partially cover costs associated with significant changes to the delivery of instruction due to the coronavirus including Faculty/Staff training.

To be eligible for an emergency financial aid grant at Downey Adult School, the requirements remain the same as above.

We have been instructed to prioritize students with exceptional need and feel that all our students may need financial assistance at this time and are therefore planning to disburse funds to as many students as possible.

Funds will be disbursed to students outside of the regularly scheduled disbursement dates. Students will be mailed an emergency financial aid grant check via the United States Postal Service.
