The U.S. Department of Education Funding Certification and Agreement directs each institution applying for Higher Education Emergency Relief Funds (HEERF) to comply with Section 18004(e) of the CARES Act and to post the following information 30 days after the institution receives funding under Section 18804(a)(1) and updated every 45 days thereafter.

Downey Adult School officially acknowledges that we have signed and returned to the United States Department of Education (USDOE) Funding Certification and Agreement for this program. We further assure that Downey Adult School has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

The methodology used by Downey Adult School to determine which student receive Emergency Financial Aid Grant and how much they would receive under Section 18004(a)(1) of the CARES Act.

In accordance with guidance provided by the United States Department of Education, Downey Adult School students were evaluated for the following eligibility criteria:
·      Pell Grant Award recipients who, between March 13, 2020 – June 30, 2020,:

  • actively attended class and met SAP requirements, AND who either cleared the verification process,
  • OR who received an interim Pell Grant disbursement by July 13, 2020.

Student Eligibility Requirements for Higher Education Emergency Relief Fund (HEERF) Grants

On June 22, 2020, Downey Adult School received funding approval in the amount of $1,232,716.00 in grant monies from the CARES Act.  The first 50% of the grant is solely allocated to provide students with an Emergency Financial Aid Grant.  The remaining 50% of the grant is allocated to the institution to partially cover costs associated with significant changes to the delivery of instruction due to the coronavirus including Faculty/Staff training.

To be eligible for an emergency financial aid grant at Downey Adult School, a student must be enrolled with active attendance, on March 13, 2020 through June 30, 2020 in a Title IV eligible program of study excluding those programs of studies with a modality of 100% distance education, have submitted a completed 2019-2020 FAFSA and have met with a Financial Aid Administrator for successful processing of the 2019-2020 FAFSA, and be a Pell Grant recipient or have a received an interim disbursement by July 13, 2020. No separate application is required.

Funds will be disbursed to students outside of the regularly scheduled disbursement dates.  Students will be mailed an emergency financial aid grant check via the United States Postal Service.
